Cylvia Lynne Hayes (née Johnson, born August 10, 1967) is an American consultant who served as first lady of Oregon from 2011 to 2015 as the fiancée of Governor John Kitzhaber. A member of the Democratic Party, she was also an unsuccessful candidate for District 53 in the 2002 Oregon House of Representatives election, running against incumbent State Representative Ben Westlund.

In 2014, media outlets including Willamette Week and The Oregonian reported on potential conflict of interest between Hayes’ consulting work and her role as the governor's partner. The Oregonian subsequently sought access to Hayes’ personal emails related to state business. In October 2015, Hayes wrote on her blog that she had provided “every email” requested by federal investigators and accused the newspaper of misrepresentation. Shortly before resigning in February 2015, Kitzhaber announced that Hayes would no longer have any political or policy role during his fourth term.
